U.A. should upgrade existing commercial space first

Therefore the problem isn’t lack of space, its quality of space. Rather than
tear down houses, City should encourage businesses to remodel and upgrade to be
competitive, not force neighborhoods to be eaten away by developers choosing
cheap way out.
